Odisha’s ambitious BharatNet-II initiative aims to bridge the digital divide by delivering high-speed broadband to thousands of rural panchayats. Omnilink Technology partnered with the State Government to design, establish, and operate a state-of-the-art Network Operations Center (NOC) under a managed services model—ensuring seamless, 24×7 monitoring, fault management, and proactive analytics for one of India’s largest rural broadband infrastructures.
Project Objective
Enable centralized oversight and automated fault handling for Odisha’s BharatNet-II rural broadband network. The goal was to:
- Deliver uninterrupted internet access across 2,680+ ONT nodes and 162+ GPON OLTs
- Provide transparent, scalable governance of network performance and issue resolution
- Support citizen-centric digital services (G2G, G2B, G2C) by maximizing uptime and bandwidth utilization
Challenge
Rural broadband networks face unique obstacles:
- Distributed Infrastructure: Hundreds of remote fiber nodes spread across diverse terrains
- Fault Complexity: Multi-vendor GPON equipment requiring unified fault-tracking and ticketing
- Service Level Targets: Mandated 99.5% uptime for critical connectivity in underserved areas
- Operational Scalability: Rapidly increasing panchayat count demanded elastic monitoring capacity
To overcome these challenges, Odisha needed a robust, high-availability NOC solution—capable of correlating topology, performance, and fault data in real time while automating routine reporting and proactive remediation.
Omnilink’s Solution
High-Availability, Resilient NOC Architecture
A fault-tolerant, HA-enabled NOC was deployed with disaster recovery failover to ensure zero single points of failure. Geo-redundant servers and synchronous database replication guarantee continuous operations, even under adverse conditions.
End-to-End GPON Infrastructure Integration
Omnilink integrated Element Management System (EMS) tools to ingest:
- Fault Events: Automated alerts from OLTs and ONTs
- Topology Mapping: Real-time network visualization for rapid root cause analysis
- Performance Statistics: Bandwidth utilization, latency, and availability metrics
All events feed into a unified ticketing and workflow engine—enabling engineers to prioritize and resolve incidents efficiently.
Automated Reporting and Analytics
Custom dashboards deliver actionable insights:
- Daily and weekly uptime heatmaps for each panchayat
- Trend analysis of fault frequencies by region
- SLA compliance scorecards with drill-down capability
Automated reports are emailed to stakeholders, ensuring transparent governance and data-driven decision making.
24×7 Monitoring and Proactive Fault Resolution
A dedicated operations team continuously monitors network health, leveraging predictive analytics to identify anomalies before they escalate. Proactive alerts trigger remote remediation scripts, reducing Mean Time to Repair (MTTR) and minimizing customer impact.
Integrated Value and Outcomes
Omnilink’s managed service model delivered transformative benefits:
- Enhanced Network Reliability: Proactive fault tracking and HA design reduced service outages by over 40%
- Improved Bandwidth Utilization: Dynamic load-balancing and performance analytics increased effective throughput by 25%
- Scalable Governance: Automated reporting and dashboards supported expansion to new panchayats with zero additional overhead
- Citizen Empowerment: Consistent, high-quality broadband enabled rural users to access e-governance, telemedicine, online education, and digital financial services without interruption
Value for the Client
