Project Objective

As digital services continue to expand in complexity and scale, the Government of Odisha recognized the imperative to evolve its enterprise network beyond IPv4 limitations. Omnilink Technology partnered with key state bodies—including OSWAN, the Odisha Secretariat, and OSDC—to architect and execute a Dual Stack IPv6 Transition Framework. This initiative ensured uninterrupted legacy IPv4 functionality while enabling IPv6 readiness, laying the groundwork for scalable, secure, next-generation digital governance.

Project Objective

Enable comprehensive IPv6 adoption without compromising existing IPv4 operations across critical state networks. The specific goals were to:

  • Maintain 100% availability of legacy IPv4 applications during and after migration
  • Introduce IPv6 addressing for LAN and WAN segments to support future growth
  • Enhance routing efficiency and network performance
  • Align the enterprise network with national digital infrastructure standards

Challenges

Transitioning a large-scale government network presents unique complexities:

  • Parallel Protocol Operation: Ensuring dual protocol support without packet loss or latency spikes
  • Application Compatibility: Verifying that legacy IPv4 applications and services operate flawlessly under IPv6-enabled routers and switches
  • Stakeholder Coordination: Managing schedules, approvals, and testing across multiple departments and user groups
  • Security & Compliance: Updating firewall rules, access controls, and monitoring tools to handle IPv6 traffic

Omnilink’s Approach

Dual Stack Deployment

A dual stack architecture was implemented on core and distribution routers—allowing IPv4 and IPv6 packets to traverse the same physical links in parallel. This architecture provided:

  • Smooth Cutover: Applications continued using IPv4 addresses while new services adopted IPv6, eliminating downtime
  • Scalable Addressing: Vast IPv6 address space to accommodate future devices, IoT endpoints, and cloud integrations

Tunneling and Translation Mechanisms

In locations where native IPv6 support was not feasible, Omnilink deployed industry-standard tunneling protocols (6to4, ISATAP) and NAT64/DNS64 translation services. This hybrid approach ensured:

  • Universal Reachability: IPv6 hosts could communicate with IPv4-only endpoints without manual reconfiguration
  • Incremental Enablement: Departments could migrate at their own pace, reducing operational risk

Comprehensive Survey & Testing

Prior to migration, an in-depth network survey mapped existing IPv4 topology, application dependencies, and hardware firmware capabilities. Key activities included:

  • Stakeholder workshops to identify critical services and peak-usage patterns
  • Lab-based interoperability testing of routers, switches, firewalls, and network-management tools
  • Pilot migrations in controlled environments to validate performance and user experience

Managed Service Model

Omnilink’s team provided end-to-end project management and 24×7 support throughout the migration lifecycle:

  • Change Management: Detailed cutover plans, rollback procedures, and stakeholder communications
  • Training & Documentation: Hands-on IPv6 workshops for network administrators and comprehensive runbooks
  • Post-Migration Monitoring: Real-time performance dashboards, security audits, and SLA reporting

Integrated Value and Outcomes

  • Zero Service Disruption: All legacy IPv4 applications remained fully operational with no reported outages
  • Improved Routing Efficiency: Native IPv6 traffic experienced streamlined packet processing and reduced path discovery times
  • Enhanced Scalability: The network now supports an exponentially larger address pool, future IoT deployments, and cloud initiatives
  • Regulatory Compliance: Full alignment with Government of India’s National Digital Communications Policy and IPv6 roadmap

Client Benefits

By partnering with Omnilink Technology, the Government of Odisha achieved a smooth, risk-free migration to IPv6. The dual stack framework not only future-proofed the state’s enterprise network but also delivered:

  • Operational Agility: Faster provisioning of new services and improved network management
  • Cost Optimization: Phased migration reduced capital expenditures on forklift upgrades
  • Security Posture: Enhanced visibility and control over IPv6 traffic flows
  • Strategic Readiness: Foundation laid for smart city applications, e-governance platforms, and next-gen citizen services
